Summary of Experience/Qualifications

Twenty-seven years in local government in Arizona in a variety of management and administrative positions. Areas of concentration were historic preservation and cultural resource management; project and program development, funding, and implementation; grant writing and administration; coordination with City departments and state and federal agencies; work with neighborhood groups, nonprofit organizations, elected officials, design professionals, and citizens to accomplish a variety of tasks/goals related to the protection of heritage resources, downtown redevelopment and administration of federal Community Development Block Grant funding in Yuma and Tucson.

February, 2008 – present – Skylark Consulting, LLC

Principal in consulting firm specializing in historic preservation and cultural resource management. Skylark has worked on National Register nominations in Scottsdale and Tucson, completed an exhibit at the Walsh Courthouse, is initiating work on an exhibit for the City of Tucson, completed photograph and records preservation for the Town of Oro Valley, and obtained a contract with the National Park Service, Alaska Regional Office, to process archival records.

January, 1996-January, 2008 – Historic Preservation Officer, City of Tucson, AZ
  • Hired to fill newly-created position in City Manager’s Office. Developed and implemented a comprehensive cultural resource management program for the City of Tucson.

  • Providing information, education and technical assistance to the general public, City departments, elected officials, developers, and neighborhoods in all aspects of preservation.

  • Management of the cultural resource assessment process for City capital projects

  • Review of state and federal projects for compliance with preservation regulations (Included development of Section 106 review process and Memorandum of Agreement for Modern Streetcar project).

  • Grant writing and implementation

  • Assistance to neighborhoods in the designation of new National Register historic districts and expansion of existing districts;

  • Administration of archaeology contracts for the Rio Nuevo redevelopment project

  • Development of Tucson Origins Heritage Park from conceptualization through implementation.

  • Providing technical support and advice to the Tucson-Pima County Historical Commission.


Key Projects:

  • Tucson Origins Heritage Park – Presidio San Agustin del Tucson and San Agustin Mission Complex – primary City staff person overseeing this project from conceptualization through implementation. Presidio section opened in May, 2007, Mission section in final design and beginning of construction.

  • Designation of National Register Historic Districts – Winterhaven, San Clemente, Blenman-Elm, Catalina Vista, Indian House, Warehouse District, Downtown, El Hoyo. Updates completed for El Encanto, El Montevideo and Colonia Solana. Work underway on Jefferson Park, Menlo Park, Santa Rosa, Rincon Heights.

  • Post World War II Residential Subdivision Study – 1945-1973 – managed consultant work to complete this important document to provide guidance in selection of post-war neighborhoods eligible for listing on the National Register of Historic Places.

  • Community Design Academy – served on all-volunteer advisory committee from inception through fourth session in 2008. Joint project of Sonoran Institute and City of Tucson. Developed curriculum, selected speakers, moderated sessions.

January, 1981-November, 1995 – Community Redevelopment and Development Services Departments, City of Yuma, AZ

Held a several administrative and management positions and administered a varied workload in the areas of Community Development Block Grants, downtown redevelopment, property management, historic preservation, grant writing and grant administration.

Key Projects:

  • Managed City of Yuma HUD Community Development Block Grant program in excess of $1 million annually.

  • Created and managed the City of Yuma historic preservation program starting in 1983. Designated two new historic districts, oversaw several major projects – Yuma National Bank (Yuma County administrative offices), San Carlos Hotel (affordable housing), rehabilitation of the covered walkways on Main Street, and rehabilitation of several individual residences with Arizona Heritage Fund monies.


1971-1981 – Development and management of affordable housing and training managers of affordable housing – Gaffney, S.C., Washington, D.C., Yuma AZ, Columbus, OH.
